Applications are defined and categorised by Groups and Categories. This categorisation helps us to better clarify and process your application.

Property or Rating Certificates are usually requested by legal representatives for the purpose of buying and selling a property.

Processing times for each type of application may vary.

Development Consent Search
A Development Consent search is generally applied for when purchasing land.The consent search investigates and provides copies of all approvals issued on the current (and past) lot for a particular land parcel.

Development Contribution Quote
A Development Contribution Quote is generally applied for when you require an estimate of what Section 64 and/or Section 7.11 developer contributions may be applicable to your proposed development prior to lodging your application. You will need to provide site details and a thorough description of the proposed works and in some case, proposed plans to enable the fees to be calculated.


Development General Search
A General Development Search is generally applied for when seeking information on complex development matters which require more detailed review prior to responding.


Drainage Diagram
An External Drainage Diagram is a copy of a plan showing the location of Council's sewer mains in relation to the property boundaries. Note: The drainage diagram does not include stormwater or internal stormwater information. Processing time is up to 10 working days.

An Internal Drainage Diagram is a copy of a plan showing the location of internal sewer lines of a property and where they connect to Council's sewer system. Note:The internal drainage diagram will not show Council's sewer main or junction detail. Processing time is up to 14 working days.
Please note: Drainage Diagram (Internal), the fees cover the search for the diagram; if the diagram cannot be located the fee will NOT be refunded.

Dwelling Entitlement Search
Confirms there is a legal right over the property to lodge an application to construct a dwelling. If there are multiple lots you need to apply for each lot separately and pay a fee for each one.

Environmental Health Applications
Contaminated land refers to land contaminated by hazardous substances (such as pesticides, heavy metals or hydrocarbons) which may pose a risk to human health and/or the environment. This application is for a search of records held by Council including potentially contaminating land uses where available. Copies of records held will require separate application via an Access to Information request.

Outstanding Health & Building Notices
A Health or Building notice is a notification, order, direction or demand issued by Council on a building in relation to health or building matters.

Planning - Section 10.7 Cert (Formerly Section149)
Section 10.7 Certificate (2 & 5)
Provides all information contained with section 10.7 (2) as well as additional advice about (but not limited to):
  • development approvals issued within the last 5 years
  • draft environmental planning instruments
  • tree Preservation Orders
  • additional contamination information
  • height under Tweed Local Environmental Plans
  • aircraft noise
  • future road corridor and widening
  • farmland Protection
Section 10.7 Certificate (2)
Provides information about the lot of land, how the land may be used and potential restrictions on its development.This certificate is attached to the Contract for Sale and is a required under the 1979 Act.

If there are multiple lots on the property you need to apply for a section 10.7 Certificate for each lot (and pay a fee for each application).


Pre Purchase Applications
If you're looking to purchase an existing business or a property with an on-site sewerage management system there are 6 types of pre-purchase checks to help your decision making.

(Note: The applicant is to arrange a suitable time between Council and the business owners to conduct the inspections for Food Premises and Skin Premises).

Rating - 603 Certificate
Shows if there are any outstanding fees, rates or charges due to Council for a property (including water usage charges) up to the last quarterly meter reading by Council.

Water Requests
Special Water Meter Reads are ONLY available for properties connected to town water. (Please check that you are connected to town water before applying).
Shows the water meter reading on a specific date (property transfer or end of lease) rather than the last quarterly reading.
